Situations where they can apply for visas in Ukraine

Ukraine nationals holding biometric passports can stay in Finland for a period of three months visa-free. 

It is also possible to apply for a residence permit if other grounds, such as family ties to Finland, exist. Applicants can apply for a residence permit in Finland if they have a job, a study place, or a family member in Finland. 

Finnish law defines the persons considered to be family members. The family members of a Finnish citizen or a foreign national who is not an EU citizen are a spouse, a registered partner, a cohabiting partner, a guardian of a child under 18 years of age, and a child.

Any special considerations

Ukraine nationals holding an old passport (not a biometric passport) are required to present a visa when entering the Schengen Area and Finland. They can apply for a visa from the nearest Finnish mission or the visa centre the mission advises to them. A visa application must submit at a mission or visa centre in person. The application cannot be sent by e-mail or telefax.

Due to the current situation, customer service of the Embassy of Finland in Kyiv is closed. 

If they cannot apply for visas in Ukraine, alternative options

Applicants may apply in any country in which they are physically present and where there are visa appointments available.

Non-Ukraine nationals in Ukraine

The Schengen member states have jointly agreed about the rules concerning the movement of third-country nationals in their territories and decided which countries’ citizens are required to present a visa. Furthermore, each Schengen country has decided which travel documents citizens of different third countries have to present upon entering the country. The European Commission is maintaining the table of travel documents accepted by the Schengen member states, and entitling the holder to cross the external borders and which may be endorsed with a visa: Schengen, Borders & Visas.

If they cannot apply for visas in Ukraine, alternative options

The Schengen states have jointly agreed which countries’ citizens are required to present a visa. Non-Ukraine nationals can apply for visas from the nearest Finnish mission or the visa centre the mission advises to them.

Ukraine nationals in Destination Country

Options

Ukraine nationals can submit an application for asylum in Finland by visiting the police or a border control authority in person. Ukrainian applicants need to be within the Finnish territory when applying for asylum in Finland. It is impossible to apply for asylum at a Finnish mission (embassy or consulate) located outside Finland.

The member states of the EU have decided that all EU countries, including Finland, must offer temporary protection to Ukrainians. The temporary protection mechanism would initially be granted for one year, and for a maximum of three years. 

Other considerations

First residence permit can be applied on the following grounds: working in Finland, moving to Finland to be with a family member, studying in Finland, return migration, coming to Finland on other grounds, or residence permit for a victim of human trafficking.

  • Temporary Protection status is available to Ukrainian citizens unable to return to Ukraine; non-EU/Schengen Area citizens and stateless persons, legally resident in Ukraine and unable to safely return to their home country; spouses and partners of Ukrainian citizens; children of Ukrainian citizens (and their primary guardian); and Ukraine-issued protected status holders, part of the family unit in Ukraine before February 24, 2022.
  • Document requirements. Applicants must submit photographic identification document(s), proof of legal residence status in Ukraine if applicable, and any available proof of residence in Ukraine before February 24, 2022. Family members additionally submit proof of the family relationship.
  • Application process. Upon arrival, applicants visit the police or a border control authority and state their intention to apply for temporary protection. The application is free of charge. The application is then forwarded to the Finnish Immigration Service (Migri) for processing and approval. Government processing will take approximately two weeks, with an additional two weeks to create the residence permit card. Successful applicants receive their approval decision and card by regular mail, and are therefore urged to notify address changes promptly.
  • Work authorization. Applicants are work authorized upon receiving their Temporary Protection residence permit.
  • Change of status. It is not yet confirmed whether in-country change of status would be permitted.
