Ukraine nationals in Ukraine

Situations where they can apply for visas in Ukraine

Hungarian consular services uninterruptedly operate in the cities of Kiev, Berehove (Beregszász) and Uzhhorod (Ungvár). In accordance with the Hungarian Government’s Decree No. 56/2022. (II.24.) in effect since 24.02.22, 10.00 pm, Ukraine nationals and non-Ukraine nationals are allowed to enter the territory of Hungary from Ukraine, visa is not required. 

Any special considerations

Persons entering Hungary from Ukraine will be recognized by the Hungarian Government as persons eligible for temporary protection since they were obliged to flee their country due to an armed conflict, civil war or other internal armed conflicts, or to general, systematic and frequent violation of human rights – such as torture, cruel, inhuman and degrading treatment (as defined by Section 19, Subsection b) of Hungarian Act No. LXXX of 2007 on Asylum). This includes Ukrainian nationals and third country nationals residing lawfully in Ukraine ((e.g., with a Ukrainian residence permit or visa). All border crossing points between Ukraine and Hungary are operating.

If they cannot apply for visas in Ukraine, alternative options

Other considerations

As of March 2, 2022, Ukrainian nationals are being offered temporary protection that will start immediately, across the EU, and last for one year. If the situation persists, this period will be automatically extended twice by six monthly periods for up to one year. This temporary protection means; 1. Residency Rights, 2. Access to the labor market subject to Member States’ labor market policies, 3. Access to housing, 4. Social Welfare, 5. Medical or other assistance, and 6. Unaccompanied children and teenagers are entitled to legal guardianship and access to education.

  • Temporary protection status is accessible to Ukrainian citizens, resident in Ukraine on or before February 24, 2022; those holding Ukraine-issued international or national protection status; their spouses, partners, minor children and other close cohabiting dependent relatives.
  • Document requirements. Applicants submit photographic identification document(s) and any available proof of residence in Ukraine before February 24, 2022. Family members additionally submit proof of the family relationship. Applicants are advised to submit any relevant documentation, although authorities are expected to be lenient if documents are unavailable.
  • Application process. Upon arrival, applicants register at the National Directorate-General of Aliens Policing (OIF) or at the temporary offices at the border and apply for protective status (can be applied for later). Once registered, individuals can apply for temporary protection status in person at one of the temporary registration officers near the border 24/7, or at a OIF customer office during office hours. There is no fee for the status and government processing times are approximately 30-45 calendar days, although delays are likely due to application volume.
  • Work authorization. Individuals employed in shortage trades (listed here) are work permit exempt. Individuals in other professions will need to obtain a work permit via a separate application, with approximately 10-15 calendar days’ processing time.
  • Change of status. In-country change of status is permitted, e.g., to employment-based or personal status.
