Situations where they can apply for visas in Ukraine

Currently, it is not possible to apply for a visa in Ukraine. After evacuating from Ukraine to a neighboring country, Ukraine nationals can apply for a visa at the Japanese embassies in Europe, including neighboring Poland, Romania, Moldova and Hungary. For people who have relatives or acquaintances in Japan, documents required for application are the visa application form, photo, passport, and Letter of Guarantee (must be prepared by a relative / acquaintance living in Japan) provided at the embassy.  The visa applicant may receive the data in PDF format by e-mail, etc., and submit the printed version at the time of application.

Any special considerations

The Japanese government has announced its intention to begin permitting Ukrainian refugees into the country even without the presence of a relative or acquaintance who can act as a guarantor.  This is an unprecedented measure for Japan in comparison to past refugee crises.  In March 2022, the Japanese government had announced that Ukrainian refugees who have existing relatives or acquaintances in Japan would be permitted to enter the country.  Since March 13, 2022, there have been 47 Ukrainians permitted to enter Japan through the initial humanitarian measure.

Additionally, the Japanese government announced plans to simplify the visa application process and expedite visas for Ukrainians seeking to enter the country.  Initial 90 day visas may be extended on a case-by-case basis, including the potential for long-term employment visas.  Vaccination or negative COVID-19 testing requirements will also be suspended for such individuals, although PCR testing will be required upon arrival in Japan.  Municipal governments and companies will also provide support for Ukrainian refugees who do not have any existing contacts in Japan.

Options

Ukrainian nationals may enter Japan under a Temporary Visitor visa and then change the visa status to Designated Activities, wherein it is expected that work will be possible under the above visa.

Other considerations

If it is difficult to return to their home country due to danger or lack of transportation means, the stay will be extended and they will not be deported even in the case of a violation.
