Situations where they can apply for visas in Ukraine

As of April 11, 2022, Portugal has announced plans to reopen its embassy in Kyiv. At present, it is unclear when visa services will resume in Ukraine.

Any special considerations

Ukrainian nationals holding biometric passports may enter without a visa for 90 days in a 180-day period. Ukrainian nationals without biometric passports are also reportedly being allowed to enter. A special status has been created for Ukrainian citizens coming to Portugal, which waives the need for a visa and grants temporary protection. The Portuguese State has granted the temporary protection regime to people displaced from Ukraine, due to the conflict situation in the country.

If they cannot apply for visas in Ukraine, alternative options

Non-Ukrainian nationals of third countries and stateless persons who can prove that they were legally residing in Ukraine on the basis of a valid permanent residence permit and who cannot return in safe and durable conditions to their country of origin are eligible for either EU temporary protection or adequate national protection, depending on the EU country they are in.

If they cannot apply for visas in Ukraine, alternative options

Non-Ukrainian nationals of third countries and stateless persons who can prove that they were legally residing in Ukraine on the basis of a valid permanent residence permit and who cannot return in safe and durable conditions to their country of origin are eligible for either EU temporary protection or adequate national protection, depending on the EU country they are in.

Options

Applications for temporary protection can be made by filling out an online form, available in PortugueseEnglish and Ukrainian, on the portuguese Diplomatic Portal.

Requests for temporary protection can also be made in person at the National Centers for Support to Migrant Integration (CNAIM) in Lisbon, Porto and Faro and at some delegations of the Immigration and Border Service (SEF) with services dedicated to Ukrainian citizens, which are operating during extended hours.

The protection has an initial duration of one year, which can be extended for another year, as long as the conditions preventing people from returning to their country continue to prevail.
