Ukrainian nationals may travel visa free to Turkey for up to 90 days within a 180 day period.

The Turkish embassy in Kiev appears to no longer be processing work or other types of visas and is instead focusing on evacuation of Turkish nationals and their dependents. Note that Ukrainians are also allowed entry with their valid biometric ID card in lieu of a passport.

For Ukrainians who need to process work or other non-visitor visa applications, local counsel is verifying if regional Turkish consular posts will waive residency requirements for Ukrainians.

Turkish consular posts generally require applicants be nationals or lawful residents of the country where the post is located. Therefore, third-country nationals should return to their country for processing of Turkish visas.

Turkey does not have a limit to the number of renewals of work or residence permits. Therefore if a Ukrainian is in work or residence status close to expriation, it should be renewed. If they are in visitor status, they should apply domestically for a residence permit.
